Everyday, everywhere in District 3 this picture depicts a common experience. Lights are green but there are too many cars on the road to proceed forward.
Development without infrastructure results in traffic like this photo shows. Current commissioners have blamed it on past governors but the reality is priority in spending. Some counties in Florida have adopted a combination of concurrency and impact fees. Our county adopted only impact fees.
Impact fees are generated for every new home built. Nearly $10,000 is paid as an impact fee for dedicated to transportation. In theory, the county puts in roads to alleviate the additional traffic burden of more and more and more homes.
In reality, the money from the impact fees paid, does not necessarily go to the District which generated the fees. As seen on the prior page map, the vast majority of infrastructure for roads is in other Districts but yet 60% of all impact fees generated in District 3. Why, then does District 3 not have 60% of the road improvements? The reason is simple. We have a District Commissioner who has been in office for 16 years, each year approving more and more development. We have a District Commissioner who works full time in theater. We have a District Commissioner who does not work full time for US and does NOT advocate for our needs.
In reality, developers do not always pay the impact fees. Often impact fees are waived or developers are given credits instead. As an example is the current development of Storey Creek, just off of Ham Brown Road. Credits were given to the builder to build a road from the development out to Pleasant Hill Road. This does not help with additional traffic created by the development. We need someone advocating for our needs, full time.
The solutions are bountiful. It will take someone who is a public servant not a career politician. The solutions can to all be built in the time needed. The solutions also rely on alternatives to what we have become accustomed to everyday.
